each and every year thereafter at the usual place
of holding elections in said village, be authorised
to elect five commissioners for said town, who shall
have resided within the corporate limits of the
same one year next preceding the election.

CHAP. 383.
|
|
|
SEC. 3. And be it enacted, That the justices of
the peace of the election district in which said vil-
lage is situated, are empowered to act as judges to
hold the first election, who shall keep the polls
open from two o'clock, P. M., until five P. M., and
shall conduct the said election in the same manner
as an election for delegates to the General Assem-
bly, and the said judges shall make return under
their hands and seals of the persons elected to the
clerk of Cecil county, to be kept by him.

SEC. 4. And be it enacted, That the said com-
missioners elected in accordance with the provi-
sions of this act, shall on the first meeting after
said election, choose one from among their number
who shall be president of the board, whose duty
it shall be to preside at the meetings of said com-
missioners and preserve decorum, and give such
directions as may be deemed necessary by said com-
missioners to carry into effect the provisions of this
act.

SEC. 5. And be it enacted, That the aforesaid
commissioners, or a majority thereof, may meet to-
gether at such times as occasion may seem to re-
quire upon the business of said village, and not
less than once in every three months, and if during

the year for which they are elected, any of said
commissioners shall die, resign, remove from said
village or from any cause be disqualified, an elec-
tion to fill the vacancy on ten days notice being
given by the commissioners shall be held at which
all persons qualified as is specified in the second
section of this act shall be entitled to vote.

SEC. 6. And be it enacted, That the aforesaid
commissioners, or a majority of them, shall have
power to appoint a clerk, and assign his duties,
allowing him such compensation for his services as
they shall think proper, and that all ordinances
passed by said commissioners or a majority, shall
by their clerk be entered into a book kept by him
for that purpose, and shall be at all times opened
for the inspection of any person interested, and
copies of all ordinances shall be put up in the most
public places of said village.
