LAWS OF MARYLAND.

CHAP. 200

SEC. 5. And be it enacted, That the commissioners
of said town shall have power and authority to
levy a tax, not exceeding two dollars on every dog
or bitch, belonging to the inhabitants of said town,
and to have the same collected from the owner, in
the mode prescribed for the collection of assessment,
and in case there be no mode of ascertaining the
owner thereof, to direct the killing of said dog or
bitch, by the bailiffs of the town, who shall receive
for such services the sum of twenty-five cents.

SEC. 6. And be it enacted, That the said commis-
sioners, or a majority of them, be and they are
hereby empowered to pass all such by-laws and or-
dinances, as may seem to them necessary for the
good government of said town, for the removal of
all nuisances and obstructions in the streets, lanes,
and alleys, for opening, grading, repairing, paving,
bridging, and otherwise improving the streets,
lanes, and alleys, for the prevention of the running
at large of all geese and swine, and for promoting
the health, convenience, and safety of the inhabi-
tants of said town, not contrary to the Constitution
and laws of this State, and of the United States.

Fines.

SEC. 7. And be it enacted, That the said commis-
sioners may impose fines and forfeitures for the
breach of all such rules, regulations, by-laws and
ordinances, as may be passed by them in accordance
with the previous sections, which shall be recovered
by and in the name of the said commissioners, in
the same manner and with the same costs pre-
scribed, for the recovery of small debts, before a
justice of the peace; Provided, that no penalty,
fine, or forfeiture shall exceed the sum of eight
dollars.

Previous con-
tracts ratified.

SEC. 8. And be it enacted, That all previous con-
tracts for paving the streets of said town, be and
they are hereby ratified and confirmed.

Made valid.

SEC. 9. And be it enacted, That all taxes hereto-
fore levied by the commissioners of said town, be
and they are hereby made valid, and the said com-
missioners shall have full power and authority to
collect the same, as in the manner hereinbefore
prescribed.

Jurisdiction
extended.

SEC. 10. And be it enacted, That the waters of the.
Saint Michael's harbor, west of a line drawn from
"Navy Point'' to Jones' Point, be and they are
