CHAP. 110.

as shall be described as aforesaid, as if conveyed by
the owner or owners to them.

Counties may
subscribe,
and their citi-
zens pass free
of toll.

SEC. 16, And be it enacted, That the commis-
sioners of Talbot and Caroline counties are hereby
authorised, in their discretion, to levy such sums
as they may deem best, not exceeding the sum of
five thousand dollars for each of said counties, pay-
able in equal instalments of one thousand dollars
each from the first of July, eighteen hundred and
sixty-one, or to levy in their discretion on or before
the first day of July, eighteen hundred and sixty-
one, and annually thereafter, not less than five
hundred dollars for each of said counties, and in
the event of said levies, either of the gross sums
above stated, or of the annual levies, being made
by the commissioners of each of said counties, the
inhabitants of each of said counties shall have the
privilege of passing over the said bridge with their
carts, carriages, vehicles, stock cattle, hogs, sheep,
horses and property of every description free from
all toll or exaction of any kind.

SEC. 17. And be it enacted, That if the commis-
sioners of Talbot and Caroline counties shall deter-
mine to levy the gross sum of five thousand dollars
each for the construction and erection of said bridge
and causeways, then and in that event they shall
annually, on the first Monday in May, in each and
every year, appoint one person for each county,
who shall be a landholder and resident of the re-
spective election district in each county in which
the said bridge may be located; the said two per-
sons so chosen shall elect a third person as a presi-
dent, and the said persons so chosen shall act as a
board to superintend and manage the affairs of
said bridge, under such rules and regulations as
the said board so appointed may prescribe, who
shall have as full and ample powers for the super-
intendance and management of said bridge and
causeways as the board, of directors herein before
provided for may have under the provisions of this

charter; Provided always, that the citizens of said
respective counties shall be free from any toll or
exaction of any kind whatever for the privilege of
passing and repassing over the same of themselves
and their property, and the compensation of said
