ing to the collection of taxes in the city of Balti-
more, shall be amended by adding thereto the fol-
lowing sections:

SECTION 1. All taxes now levied, or which hereaf-
ter may be levied, shall be collected within three
years from the levying of the same, and the collec-
tion of taxes shall riot be enforced by law after the
lapse of said three years, and the party from whom
said taxes may be demanded may plead this section

in bar of any recovery of the same; provided how-
ever, that the provisions of this section shall not be
construed to apply to taxes levied for the year
eighteen hundred and fifty-seven.

SEC. 2. Any person enforcing or attempting to
enforce the collection of any tax. after the lapse of
three years, as provided in the preceding section,
shall be liable to a penalty of twenty dollars for
each and every offence, recoverable before a justice
of the peace, in the name of the State, one-half to
the informer, the other half to the city of Balti-
more.

SEC. 3. That section eight hundred and twenty-
six of article four of the Code of Public Local Law
relating to the collection of taxes in the city of Bal-
timore, be and the same is hereby repealed, and

AN ACT, for the relief of Josephine A. Buckler,
by extending her term of instruction in the
Maryland Institution for the instruction of the
Blind.
|

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the term of instruction of Jo-
sephine A. Buckler, of St. Mary's county, an in-
mate of the Maryland Institution for the instruc-
tion of the blind, be and the same is hereby extend-
ed for the term of three years from the time when
her present term of instruction shall expire, and
