Bill No, 104 is deficient and would cause unalterable con-
fusion if signed into law.
Although, I am vetoing this bill, I am referring it to the
Commission on General Tax and License Laws, so that the
subject of it may receive consideration by that Commission.
STATE PLANNING COMMISSION
HOUSE BILL No. 122
AN ACT to add a new section to Article 88C of the Anno-
tated Code of Maryland (1939 Edition,) title "State Plan-
ning Commission", said new section to be known as Section
5B and to follow immediately after Section 5A of said
Article, and to be under a new sub-title "Economic Develop-
ment", relating to research and activities to be undertaken
by the State Planning Commission to promote the economic
development and prosperity of the State.
Nothwithstanding the desirable objectives sought to be
attained by this bill relating to research and activities to be
undertaken by the State Planning Commission to promote
economic development and prosperity, serious objection has
been raised to the authority given the Commission in sub-
section (4) of the bill which reads as follows:
"It (the Commission) shall act as the official liaison agent
for Maryland in dealing with Federal agencies working in the
area of economic development, public works, and employment,
as well as with other State agencies and non-government
organizations dealing with matters of economic concern."
The granting of this authority might supersede or disrupt
the existing authority and relationship of such State agencies
as Employment Security, Welfare, the State Roads Commis-
sion, the Department of Labor and Industry and others.
In Article 88C of the Code there presently exists authority
for research and the dissemination of information of economic
concern.
For this reason the bill will be vetoed.

SENATE BILL No. 85
AN ACT to repeal and re-enact, with amendments, Section
435 of Article 7 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Carroll County", sub-title
"Union Bridge", sub-heading "Incorporation", permitting
the Mayor and Common Council of Union Bridge to ac-
quire real property without submitting an ordinance for the
