cease at the end of five years from the date when this Act
shall be approved by the Governor, after which date no
further note or notes, or certificate or certificates of indebt-
edness shall be issued under the purported authority of this
Act.
SEC. 8. And be it further enacted as aforesaid, That this
Act is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public health
and safety, and having been passed by a yea and nay vote,
supported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

(House Bill 65)
AN ACT to repeal Sub-section .(Q) of Section 3 of Article 25A
of the Annotated Code of Maryland (1939 Edition), as
amended by Chapter 339 of the Acts of 1949, title "Chartered
Counties of Maryland", sub-title "Enumeration of Express
Powers", and to enact in lieu thereof a new sub-section to
be known as Sub-section (Q) and to follow immediately
after Sub-section (P) of Section 3 of said Article, relating
to the issuance of bonds and evidences of indebtedness of
chartered counties, including the limitations thereon and
the procedure for the authorization thereof.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section (Q) of Section 3 of Article 25A of the
Annotated Code of Maryland (1939 Edition), as amended by
Chapter 339 of the Acts of 1949, title "Chartered Counties of
Maryland", sub-title "Enumeration of Express Powers", be
and it is hereby repealed.
SEC. 2. And be it further enacted, That a new sub-section
