hereby repealed and re-enacted, with amendments, to read
as follows:
50. The fiscal year of St. Mary's County shall be [the
calendar year. The day of finality shall be October 1 as
to reality and all general and special taxes shall be levied
between October 1 and the following January 1. All taxes
shall be due on January 1 of each year and interest shall
be charged at the rate of six per cent. (6%) per annum the
following first day of July.] as the County Commissioners
elect on or before June 30, 1950, under the provisions of
Article 19, Section 49 of the Annotated Code of Maryland.
(1947 Supplement). The issuance of "County Certificates"
or "Script" is hereby prohibited. The County Commis-
sioners shall direct the County Treasurer to pay all cur-
rent bills or debts by check as they are presented.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an acute emergency, and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote sup-
ported by three-fifths of all of the members elected to
each of the two houses of the General Assembly the same
shall take effect from the date of its passage.

AN ACT to authorize the creation of a State debt in the
aggregate amount of Two Million Eight Hundred Thou-
sand Dollars ($2,800,000), the proceeds thereof to be
used for the purpose of erecting, equipping, improving,
and repairing various buildings at Spring Grove State
Hospital, and Rosewood State Training School, and to
provide generally for the issue and sale of certificates
of indebtedness, and to provide that said proceeds shall
be expended only to the extent that balances for said
purposes in said amount shall not be available from the
Twenty-Three Million, Five Hundred Thirty-Nine Thou-
