zation, or agency engaged in welfare activities, and thor-
oughly to inspect the management, buildings and equip-
ment thereof; but such visits and inspections shall be made
at reasonably convenient hours and with reasonable regard
to the established discipline, regulations and customs of
the said institution, organization or agency.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1950.

CHAPTER 47
(Senate Bill 136)

AN ACT to repeal and re-enact, with amendments, Sec-
tion 50 of Article 19 of the Code of Public Local Laws of
Maryland (1930 "Edition), title "St. Mary's County,"
sub-title "County Commissioners," relating to the fiscal
year of St. Mary's County.

WHEREAS, by Chapter 63 of the Acts of 1947, Extra-
ordinary Session, St. Mary's County has been put on a
calendar year basis, and

WHEREAS, nevertheless several of the offices of said
county are still on a fiscal year basis, and

WHEREAS, the accounts of said county are in great con-
fusion as a result of this condition, and estimates of cur-
rent revenue and expenditure can be made only with the
greatest difficulty, and

WHEREAS, it will require some study to determine
whether the County should be put on a uniform fiscal or
uniform calendar year, now therefore,

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 50 of Article 19 of the Code of Public Local
Laws of Maryland (1930 Edition), title "St. Mary's
County," sub-title "County Commissioners," be and it is
