to Article 100 of the Annotated Code of Maryland (1939
Edition and 1947 Supplement), title "Work—Hours of, In
Factories," said new section to be known as Sections 79 to
82, 83, inclusive, to follow immediately after Section 78
thereof and to be under the new sub-title "State Con-
tracts," all to read as follows:

State Contracts

79. THERE IS HEREBY CREATED A COMMIS-
SION, TO BE KNOWN AS THE "COMMISSION ON
PREVAILING WAGES FOR THE STATE OF MARY-
LAND," WHOSE DUTY IT SHALL BE TO FIX AND
DETERMINE, FROM TIME TO TIME, THE GENER-
ALLY PREVAILING WAGE RATES IN THE DIFFER-
ENT AREAS OR LOCALITIES WITHIN THE STATE
OF MARYLAND. THIS COMMISSION SHALL BE
COMPOSED OF SIX MEMBERS WHO SHALL BE AP-
POINTED BY THE GOVERNOR. TWO MEMBERS OF
SAID COMMISSION SHALL BE REPRESENTATIVES
OF LABOR OF THE STATE OF MARYLAND, THE
OTHER FOUR MEMBERS SHALL BE EX OFFICIO
MEMBERS, WITH EQUAL POWERS, AND SHALL IN-
CLUDE THE ATTORNEY GENERAL, THE STATE
SUPERINTENDENT OF SCHOOLS THE CHIEF ENGI-
NEER OF THE STATE OF MARYLAND AND A MEM-
BER OF THE STATE ROADS COMMISSION, PRO-
VIDED THAT ANY OF THE FOUR MEMBERS LAST
MENTIONED MAY DESIGNATE FROM TIME TO
TIME A MEMBER OF HIS, HER OR ITS STAFF TO
REPRESENT SAID MEMBER ON SAID COMMISSION.
THE TERM OF THE LABOR REPRESENTATIVES
SHALL COMMENCE FROM THE EFFECTIVE DATE
OF THIS ACT AND END ON JUNE 30, 1951, AND
THEREAFTER, THE TERM OF SUCH MEMBERS
SHALL BE FOR FOUR YEARS. THE EX OFFICIO
MEMBERS SHALL SERVE AS LONG AS THEY RE-
MAIN IN THEIR OFFICIAL CAPACITIES. THE MEM-
BERS SHALL RECEIVE NO COMPENSATION FOR
THEIR SERVICES BUT SHALL BE ALLOWED SUCH
TRAVEL AND OTHER EXPENSES AS SHALL BE
NECESSARY TO CARRY OUT THEIR DUTIES. THE
THE GOVERNOR SHALL DESIGNATE ONE OF SUCH
MEMBERS AS CHAIRMAN AND THE COMMISSION
SHALL HOLD SUCH MEETINGS AS MAY BE NECES-
SARY TO PERFORM ITS DUTIES. THE COMMISSION
SHALL HAVE THE AUTHORITY TO DIVIDE THE
STATE AND, FROM TIME TO TIME, TO RE-DIVIDE
THE STATE INTO VARIOUS LOCALITIES OR AREAS
