to the County Commissioners of Garrett County for the
Garrett County Memorial Hospital be and it is hereby ap-
proved and ratified.

SEC. 3. And be it further enacted, That for the pur-
pose of operating the Garrett County Memorial Hospital,
there is hereby created a Board of Governors which shall
consist of the County Commissioners of Garrett County
and an Advisory Committee of five FIVE OTHER persons,
two of whom shall be named by the two Oakland Banks,
one of whom shall be the President of the Town Council of
the Town of Oakland, together with Mrs. Lorilla F. Tower,
of Oakland, and Dr. Thomas A. Gonder, Jr. The terms of
the County Commissioners of Garrett County and of the
President of the Town Council of the Town of Oakland as
ex officio members shall be co-extensive with their respec-
tive terms of office and no longer ; AND THE TERMS OF
THE OTHER MEMBERS SHALL CONTINUE DURING
GOOD BEHAVIOR.

THE BOARD SHALL HOLD ITS FIRST MEETING
ON THE CALL OF THE PRESIDENT OF THE COUN-
TY COMMISSIONERS AND SHALL ELECT FROM
AMONG ITS MEMBERS A CHAIRMAN AND A SEC-
RETARY. THE BOARD SHALL ALSO ELECT A
TREASURER AND SUCH OTHER OFFICERS AS IT
MAY DETERMINE. THE BOARD SHALL MEET AT
LEAST ONCE A MONTH AND AT SUCH OTHER
TIMES AS IT SHALL DETERMINE OR WHEN
CALLED BY THE CHAIRMAN.

In the event of the death or resignation of Mrs. Lorilla
F. Tower, or her failure to act, the President of the Gar-
rett County Chapter of the American Red Cross for the
time being shall take her place; and in the event of the
death or resignation of Dr. Thomas A. Gonder, Jr., or his
failure to act, his place shall be filled by a person selected
by the members of the medical profession residing in
Garrett County. The Board of Governors shall have the
power by majority vote OF ALL THE MEMBERS ON
THE BOARD, FOR CAUSE, at any regular meeting to
expel an appointed member, after not less than one week's
notice to such member, and in the event of a vacancy
caused by death, resignation, expulsion or removal from
