absolutely essential that the City of Baltimore have adequate
sanitary sewerage and storm water drainage systems and the
necessary appurtenances thereto; and

WHEREAS, The existing sanitary sewerage and storm water
drainage systems, and the appurtenances thereto, of the City
of Baltimore are inadequate to take care of the existing flow
of sewage and storm water originating in Baltimore City and
parts of Baltimore and Anne Arundel Counties; and

WHEREAS, The population of the City of Baltimore and its
environs has greatly increased in recent years and it has been
necessary to develop many of the outlying areas of the City of
Baltimore for residential and commercial purposes, all of
which necessitates the installation of proper sewage and storm
water drainage and such drainage should be installed before
the proper paving is done; and

WHEREAS, The Water Pollution Control Commission of the
State of Maryland has directed the Mayor and City Council
of Baltimore to make immediately certain improvements to
its Back River Sewage Disposal Plant; and

WHEREAS, The Circuit Court No. 2 of Baltimore City in
recent months ordered the Mayor and City Council of Balti-
more to make extensive improvements and additions to its
Back River Sewage Disposal Plant and to make certain
studies in connection with the disposition of sewage effluent
coming from said plant; and

WHEREAS, It is essential to extend and improve immediately
the sanitary sewerage and storm water drainage systems of
the Mayor and City Council of Baltimore to prevent an immi-
nently dangerous health hazard and to protect the public
health and safety; and

WHEREAS, The Mayor and City Council of Baltimore does
not have sufficient funds to extend and improve its sanitary
sewerage and storm water drainage systems; and

WHEREAS, The General Assembly of Maryland has deter-
mined and hereby declares that an acute emergency exists in
connection with the sanitary sewerage and storm water drain-
age systems of the City of Baltimore and that it is in the gen-
eral public welfare that the Mayor and City Council of Balti-
more be authorized and empowered to borrow funds to extend
and improve its sanitary sewerage and storm water drainage
systems; therefore
