CHAPTER 17
(Senate Bill 24)

AN ACT to authorize the Mayor and City Council of Balti-
more to issue the certificates of indebtedness of said corpo-
ration to an amount not exceeding Ten Million Dollars
($10,000,000), the proceeds of the same to be used for the
purpose of enlarging, extending and improving the sanitary
sewerage and storm water drainage systems of Baltimore
City, including the construction of additional sewage dis-
posal plants, pumping stations and other appurtenances, the
alteration, repair and improvement of existing sewage dis-
posal plants, pumping stations and other appurtenances,
and the acquisition by purchase or condemnation of any
and all sanitary and storm water sewers, sewage disposal
plants, pumping stations and other appurtenances, as well
as of any and all land and property, and of any right,
interest, franchise, easement or privilege therein, as may
be necessary for any or all of the above mentioned purposes;
conferring certain powers upon said municipality in con-
nection with the purchase and condemnation of land and
property to enable it to accomplish and effectuate the
objectives and purposes of this Act; authorizing said munici-
pality to submit an ordinance or ordinances for said purpose
to the legal voters of Baltimore City; and declaring this
Act to be an acute emergency law.

WHEREAS, The City of Baltimore is one of the largest cities
in the United States of America and a large proportion of the
entire population of the State of Maryland lives in said city
and its surrounding suburban districts; and

WHEREAS, A high percentage of all of the business con-
ducted in the State of Maryland is transacted, directly or
indirectly, in the City of Baltimore or through the facilities
of this seaport: and

WHEREAS, Anything which adversely affects the health,
safety, and general welfare of the residents of the City of
Baltimore and its surrounding suburban districts has a detri-
mental effect on the economy of the entire State of Maryland;
and

WHEREAS, In order to preserve and protect the health and
safety of the residents of the City of Baltimore and other
persons who come into said municipality from all parts of the
world, and from other parts of the State of Maryland in par-
ticular, to attend to their business and personal affairs, it is
