49. In the event of a national emergency the Commissioner
of the Department of Labor and Industry, with the approval
and consent of the Governor, is authorized and empowered to
relax the provisions of this sub-title insofar as may be found
necessary for the duration of such national emergency.

50. If any provision of this sub-title is held to be uncon-
stitutional the remainder of the sub-title shall not be affected
thereby.

51. Nothing in this sub-title shall apply to a minor who
was lawfully employed for a period of 90 days prior to the
effective date of this sub-title.

SEC. 2. And be it further enacted, That all laws and parts
of laws inconsistent with the provisions of this Act be and
they are hereby repealed to the extent of such inconsistency.

SEC. 3. And be it further enacted, That Sections 459 and
461 of Article 27 of the Annotated Code of Maryland (1939
Ed.) title "Crimes and Punishments", sub-title "Minors—Care
and Protection of", and Minors—Employment on the
Streets"; and Section 174 of Article 89 of the Annotated
Code of Maryland (1939 Ed.) title "Department of Labor
and Industry", sub-title "Bureau of Mines", be and the same
are hereby repealed.

SEC. 4. And be it further enacted, That this Act shall take
effect June 1, 1950.

AN ACT to repeal and re-enact, with amendments, Sub-sec-
tion (Class E. Pneumatic Tires.) of Section 74 of Article
661/2 of the Annotated Code of Maryland (1947 Supple-
ment), title "Motor Vehicles", sub-title "Administration—
Registration—Titling", as said sub-section was amended by
