28. No boy under 16 years of age IN ANY CITY HAVING
A POPULATION OF 20,000 OR MORE shall distribute, sell,
expose or offer for sale in any street or public place any
newspapers, magazines, or periodicals, or work in any of the
trades or occupations mentioned in Section 28 27 unless lie
complies until all the legal requirements concerning school
attendance and unless a license as hereinafter provided shall
have been issued to him by the officer authorized to issue such
license upon the application in writing or in person of the
parent, guardian or custodian of the minor desiring such
license or in case the minor has no living parent, guardian
or custodian, then upon the application in writing or in per-
son of his next friend, being an adult, 21 years of age or over.

29. (a) Such license shall not be issued until the issuing
officer shall have received, examined and approved the follow-
ing papers duly executed, viz:

(b) Evidence thg,t such boy is of the age required by Sec-
tion 27 or 23 26 OR 27 as the case may be. Such evidence of
age shall consist of the proof of age required for the issuing
of an employment certificate as specified in Section 25 24
sub-section (d) of the sub-title.

(c) A school record if the school is in session signed by the
principal or chief executive officer of the school the boy is at-
tending, stating that the boy is attending school and giving
the grade the boy has attained. After having received, ex-
amined and approved such paper, the officer shall have au-
thority in his discretion to issue to the boy a license provided,
that in the case of a boy between the age of 14 and 16 having
an employment certificate, such certificate shall be accepted
by the officer issuing such license in lieu of any other re-
quirements.

30. Such license shall state the name and the date and
place of birth of the boy, the name and address of the parent
or legal guardian or custodian or next friend making applica-
tion for the license, and shall describe the color of the hair
and eyes, the height and weight and any distinguishing facial
marks of the boy, and shall further state that the papers
required by the preceding sections have been duly examined
and signed. Every such license on its reverse side shall be
signed by the boy in whose name it is issued, and every ap-
plication form for the license shall be signed by the parent,
legal guardian, custodian or next friend.

31. The license provided for herein shall be carried at all
times by such boy while so working. The license shall re-
