By Mr. Pumphrey:

Ordered, That the House of Delegates Committees appointed by
the Speaker of the House of Delegates during the regular session
of 1950 be and they are hereby continued to serve during the special
session of 1950; and be it further ordered that the Speaker is hereby
authorized and empowered to fill any vacancy or vacancies that
may exist in said committees by reason of death, resignation or any
other manner.

Which was read and adopted.

By Mr. Pumphrey:

Ordered, That the Speaker appoint the employees necessary for
the proper transaction of business of the session, this order to
remain in effect until changed or modified by the House of Delegates.

By Mr. Pumphrey:

Ordered, That the monies appropriated for the expenses of this
special session, as set forth in the appropriation bill, be paid upon
the joint order of the President of the Senate and the Speaker of
the House of Delegates.

Ordered, That the rules adopted by the House of Delegates of
Maryland at the regular session of 1950 be hereby adopted as the
rules governing the House of Delegates during the present special
session of 1950 until otherwise ordered.

INTRODUCTION OF BILLS

House Bill No. 1—By Mr. Whitworth:

A Bill entitled "An Act to propose an amendment to Section 2 of
Article 1 of the Constitution of the State of Maryland, title 'Elec-
tive Franchise', providing that no person who is or who professes
to be a member or adherent of the Communist Party or of any
party or group having similar purposes and objectives and that
no person who holds or professes such purposes and objectives
shall be entitled to vote at any election in this State."

Which was read the first time and referred to the Committee on
Judiciary.
