(d) The pre-primary registration days provided for in Sec-
tion 15 shall be determined as if the primary election were
held on September 11, 1950.
(e) In the Counties, the period during which the registra-
tion books shall be closed under Section 25 preceding and
following the primary election shall be determined as if the
primary election were held on September 11, 1950.
(f) All provisions of this Article shall remain in full force
and effect except as otherwise expressly provided in this sec-
tion.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 2
(Senate Bill 2)
AN ACT making an emergency appropriation for the pay-
ment of the expenses of the General Assembly of Maryland
for the Extraordinary Session of 1950.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sum of Twelve Thousand Dollars ($12,000),
or so much thereof as may be necessary, be and the same
is hereby appropriated as an emergency appropriation from
any funds in the General Surplus Fund Account of the Treas-
ury of the State for the fiscal year ending June 30, 1951, for
the payment of the officers and employees of the General
Assembly of Maryland of the Extraordinary Session of 1950
and for the expenses of said Session, including mileage of the
members, printing, binding and miscellaneous expenses.
SEC. 2. And be it further enacted, That the Treasurer of
the State shall, upon the warrant of the Comptroller, dis-
burse the said sum of money herein appropriated for the ob-
jects and purposes herein specified, to or upon the order of
the person or persons entitled to receive the same.
SEC. 3. And be it further enacted, That this Act is hereby
