mittee of five members, three to be appointed on the part of the
House and two upon the part of the Senate, to wait upon the
Governor and inform him that the General Assembly is now pre-
pared to receive any communication which he may desire to make.

We concur in your proposal for the appointment of a joint com-
mittee of five members and have appointed on the part of the
Senate, Senators White and Fraley.

We also desire to inform you that the Senate is organized, the
Honorable Joseph R. Byrnes having been elected President and
C. Andrew Shaab having been elected Secretary of the Senate.

INTRODUCTION OF BILLS.

Senate Bill No. 8—By Senator Fraley:

A Bill entitled "An Act to repeal and re-enact, with amendments,
Sub-section (f) of Section 104 of Article 99 of the Annotated Code
of Maryland (1947 Supplement), title 'Birds, Game and Inland
Water Fish', sub-title 'Regulations for Taking of Game and Fresh
Water Game Fish in Non-Tidal Waters', defining a resident of
Garrett County for the purposes of said sub-title."

Which was read the first time and referred to Senators Fraley,
Kimble and Storm.

INTRODUCTION OF RESOLUTION
Senate Resolution No. 1—By Senators Byrnes, Storm and Carter:

Resolution expressing the sympathies of the Senate over the
untimely death of the Honorable James J. Lacy.

WHEREAS, the members of the Senate of Maryland were shocked
to learn of the untimely death of the Honorable James J. Lacy on
July 1, 1950; and

WHEREAS, as Comptroller of the Treasury of the State during a
period of great progress and change, Mr. Lacy was confronted with
many new problems which he solved with great business acumen,
efficiency and statesmanship and demonstrated his unusual ability
as an organizer and administrator; and

WHEREAS, in all of his undertakings he worked solely for the best
interest of the people of Maryland; and
