him under this section he shall be guilty of a misdemeanor,
and shall be subject to indictment in the Circuit Court for
Worcester County, and upon conviction shall be fined not
exceeding fifty dollars, to be paid into the treasury of the
city; provided, that said judges or a majority of them shall
have the right at any municipal election to swear any appli-
cant to vote as to his residence or ownership or interest in
real estate in said city, as the case may be, and the produc-
tion of a tax receipt not more than one year back by such
applicant, if a non-resident of said city, shall be evidence of
his right to vote.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 5
(Senate Bill 8)
AN ACT to repeal and re-enact, with amendments, Sub-section
(f) of Section 104 of Article 99 of the Annotated Code of
Maryland (1947 Supplement), title "Birds, Game and In-
land Water Fish", sub-title "Regulations for Taking of
Game and Fresh Water Game Fish in Non-Tidal Waters",
defining a resident of Garrett County for the purposes of
said sub-title.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section (f) of Section 104 of Article 99 of the
Annotated Code of Maryland (1947 Supplement), title "Birds,
Game and Inland Water Fish", sub-title "Regulations for
Taking of Game and Fresh Water Game Fish in Non-Tidal
Waters", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
(f) For the purpose of this sub-title, a resident shall be a
person who has resided in this State permanently for a period
of not less than six (6) months. Provided, however, that in
Garrett County any person owning property located in said
county having an assessed valuation of $500 or more, and also
any member of his immediate family shall be treated as a
resident of Garrett County for the purposes of this sub-title.
