tral visual accuity of 20/200 or less in the better eye with
correcting glasses, is considered blind. An individual with
a central visual accuity of more than 20/200 in the better
eye with correcting glasses shall also be considered blind if
he has a field of vision defect in which the peripheral field
has contracted to such an extent that the widest diameter of
the visual field subtends at an angular distance no greater
than twenty (20) degrees.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 42

(House Bill 6)

AN ACT to repeal and re-enact, with amendments, Section
243 of Article 56 of the Annotated Code of Maryland (1947
Supplement) title "Licenses", sub-title "Gasoline Tax"; to
add a new paragraph to Section 11 of Article 89B of the
Annotated Code of Maryland (1947 Supplement) title
"State Boads", sub-title "Distribution and Use of Special
Funds", to be known as Paragraph (f) of said section and
to follow immediately after Paragraph (e) of said section;
to repeal and re-enact, with amendments, Sections 15, 16
and 17 of Article 89B of the Annotated Code of Maryland
(1947 Supplement) title "State Boads" sub-title "Distribu-
tion and Use of Special Funds", and to repeal and re-enact,
with amendments, Section 147-O of Article 89B of the
Annotated Code of Maryland (1947 Supplement) title
"State Boads", sub-title "State Highway Construction
Bonds", relating to the "Gasoline Tax Fund" and the "Motor
Vehicle Bevenue Fund", and to accounts and reports of the
State Boads Commission.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 243 of Article 56 of the Annotated Code
of Maryland (1947 Supplement) title "Licenses", sub-title
"Gasoline Tax", be and the same is hereby repealed and re-
enacted, with amendments, so as to read as follows:

243. There shall be added to the Gasoline Tax Fund
created by Section 242 of this sub-title (1) all unexpended
