herein appropriated and so certified to or upon the order of
the person or persons entitled to receive the same. None of
the money appropriated by this section shall be used for any
other purpose than that specified herein, and all such money so
appropriated which is not actually disbursed as herein pro-
vided shall revert to and become a part of the General Funds
of the State.

SEC. 6. And be it further enacted, That all the aforesaid
appropriations and dedications of funds made by this Act
are hereby declared to be emergency appropriations.

SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 38
(House Bill 2)

AN ACT to add a new section to Article 25 of the Annotated
Code of Maryland (1947 Supplement), title "County Com-
missioners", sub-title "General Provisions", said new sec-
tion to be known as Section 2D and to follow immediately
after Section 20 of said Article, authorizing the County
Commissioners of the several counties to adopt a Fire Pre-
vention Code and provide for protection against fires and
the removal of fire hazards, and to provide penalties for
the violation thereof.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
25 of the Annotated Code of Maryland (1947 Supplement),
title "County Commissioners," sub-title "General Provisions,"
said new section to be known as Section 2D, to follow im-
mediately after Section 2C of said Article, and to read as
follows:

2D. The County Commissioners of each county in the
State shall have the power by resolution or ordinance to adopt
a Fire Prevention Code, to provide for protection against
fires and the removal of fire hazards, to provide for the ap-
pointment of inspectors for the enforcement thereof and to
