successor has been selected. Should a vacancy occur for
any reason, the Governor shall appoint another person to
serve for the remaining portion of the unexpired term. When
any appointment is made to fill a vacancy for an expired
term, the new appointee shall be a person with qualifications
similar to those of the next previous incumbent, so as to
preserve the balance of representation for the several groups
as provided in Section 59F of this sub-title.

59H. (a) (Organization; Compensation; Bond.) The mem-
bers of the Authority shall from time to time elect a Chair-
man from among their own members. The Authority shall
meet at the call of the Chairman, or of any four members
thereof. They may adopt by-laws covering their organiza-
tion and procedure.

SEC. 2. And be it farther enacted, That this Act shall take
effect June 1, 1948.

CHAPTER 23

(Senate Bill 24)

AN ACT to add a new section to Article 27 of the Annotated
Code of Maryland (1947 Supplement), title "Crimes and
Punishments", sub-title "Gaming", said new section to be
known as Section 302 1/2 and to follow immediately after
Section 302 of said Article, making it lawful to hold or
conduct raffles by certain organizations or corporations in
Anne Arundel County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
27 of the Annotated Code of Maryland (1947 Supplement),
title "Crimes and Punishments", sub-title "Gaming", said new
section to be known as Section 302y2, to follow immediately
after Section 302 of said Article, and to read as follows:

302 1/2. Nothing in this sub-title shall be construed to make
it unlawful for any bona fide fraternal, civic, war veterans'
or charitable organization or corporation or volunteer fire
company in Anne Arundel County to conduct or hold a
raffle for the benefit of a charity in said County or in
furtherance of the purposes of such organization, corporation
or volunteer fire company, provided that no individual or
group of individuals shall benefit financially from the hold-
ing of any such raffle or shall receive or be paid any of the
