tion of any contest, meet or event in Anne Arundel County,
in which contest, meet or event any animals are used, or
which depends upon the result of the running of any ani-
mals adopted pursuant to the powers vested in the County
Commissioners to regulate, authorize or license contests,
meets and events as set forth in Sections 383, 386, 387, 388
and 389 of this Article, shall be so adopted or passed if the
said resolution shall undertake to regulate, authorize or
license the running of any dog race with pari-mutuel betting
or the running of any horse trotting or harness race, pro-
vided, however, that nothing herein contained shall preclude
the adoption of any resolution regulating, authorizing, or
licensing any horse show or exhibition at which horse racing
is not permitted.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 10
(Senate Bill 10)
AN ACT to authorize and empower the Board of County
Commissioners of Washington County to authorize the
Board of Education of said County to prepare plans for
a program of school building construction and improve-
ments, and to levy and collect taxes to make effective said
school construction and improvement program, and to re-
peal Chapter 1075 of the Acts of 1945.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Washington County
are hereby authorized to authorize and empower the Board
of Education of Washington County to prepare plans for a
program of school building construction and improvements.
The program shall include such plans as the County Com-
missioners and Board of Education shall jointly deem nec-
essary to construct, alter, recondition and enlarge Winter
Street elementary school and any other school buildings in
Hagerstown and Washngton County, and to furnish and
equip the same for school purposes, including the purchase
of land, if necessary.
