CHAPTER 7
(Senate Bill 7)
AN ACT making an emergency appropriation to the Board
of Public Works to be used by said Board in supplementing
appropriation made in the budget for the fiscal year ending
June 30, 1949, to the State Department of Public Welfare.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sum of Five Hundred Thousand Dollars
($500,000) be and the same is hereby appropriated, from any
funds in the General Surplus Fund Account of the Treasury
of the State on June 30, 1948, as an emergency appropriation
to the Board of Public Works, to be used by the Board for
the purposes and in the manner established by Item No. 1
of Miscellaneous Appropriations No. 5 of the Budget for the
fiscal years 1948 and 1949 (Chapter 514 of the Acts of 1947),
said Item being found on Page 1229 of the published volume
of the Laws of Maryland of 1947. It is hereby directed that
said purposes, insofar as the sum hereby appropriated is con-
cerned, shall include only the use by the Board of Public
Works of so much of the amount hereby appropriated as in
the discretion of the said Board may be proper and necessary
for supplementing appropriations made in the said Budget
for the fiscal year ending June 30, 1949, to the State Depart-
ment of Public Welfare for old age assistance, aid to de-
pendent children, public assistance to the needy blind and
general public assistance, with such allocations among these
groups as the Board may determine. Any part of the ap-
propriation hereby made which shall not be used for the pur-
poses herein above specified shall revert to and become a part
of the General Funds of the State.
SEC. 2. And be it further enacted, That the Treasurer of
the State shall, upon the warrant of the Comptroller, disburse
the said sum of money herein appropriated for the objects
and purposes herein specified, to or upon the order of the
person or persons entitled to receive the same.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses o±
the General Assembly of Maryland, the same shall take effect
from the date of its passage.
