Resolved, That said Committee on Subversive Activities be
and it hereby is authorized and directed to make a study of
the laws of the United States and other States and to do
everything necessary and proper to formulate and prepare
a legislative program (1) to protect the democratic principles
and ideals of this State from those persons and groups who
seek to destroy our freedom by force, violence, threats, under-
mining, sabotage and other illegal means and to subject this
State and Nation to domination by foreign powers and (2)
to expose and expurgate subversive and other illegal activities
in the State, with particular reference to the matters set
forth in the Whereas Clauses giving rise to this Resolution;
said Committee is further directed to submit such a legislative
program in detail to the Governor and to the General As-
sembly at its regular session in the year 1949, and, the
Attorney General of the State of Maryland and the Director
of the Department of Legislative Reference be and they hereby
are directed to assist said Committee in the preparation of
legislation recommended by it; and be it further

Resolved, That the Governor and the Board of Public
Works be and they are hereby authorized and directed to
make available to said Committee on Subversive Activities
from the General Emergency Fund appropriation for the
fiscal year 1949 a sum sufficient to pay necessary secretarial,
stenographic, mailing, telephone, and related incidental ex-
penses that may be incurred by the Committee in the perform«
ance of its functions and duties herein set forth.

(Senate Joint Resolution No. 3)

Joint Resolution requesting and directing the Governor to
appoint a Commission to make a study of the laws of this
State relating to the conservation of natural resources, with
particular reference to the Department of Tidewater
Fisheries, and to submit recommendations to the Governor
on or before December 1, 1948.

WHEREAS,, Chapter 508 of the Acts of 1941 created a State
agency known as the Board of Natural Resources, which was
authorized and directed to coordinate the activities of the
several State Departments concerned with conservation of
natural resources including the Department of Tidewater
Fisheries and further providing that the Chairman of the
Commission of Tidewater Fisheries shall be the Chairman of
the Board of Natural Resources; and
