SECTION 1. Be it enacted by the General, Assembly of Mary-
land, That Section 319A of Article 22 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Washington
County", sub-title "Hagerstown", as amended by Chapter 600
of the Acts of 1939, be and it is hereby repealed, and that
a new Section 319A, to stand in the place and stead of the
section so separated, be and it is hereby enacted in lieu
thereof, to read as follows:
319A. The Central Purchasing Department is hereby
created. The head of this department shall be the City Pur-
chasing Agent, who shall direct its operations and who shall
perform the duties and exercise the powers heretofore im-
posed or conferred upon or which may hereafter be imposed
or conferred upon the Central Purchasing Department.
At the first regular meeting in April of each year, or as
soon thereafter as may be convenient, the Mayor, with the
advice and consent of the Council, shall appoint a City Pur-
chasing Agent who shall hold office until the first regular
meeting of the Mayor and Council of Hagerstown in April
of each following year or until his successor qualifies and in
case of any vacancy or removal of the agent so appointed,
the Mayor shall fill such vacancy for the unexpired term
with the advice and consent of the Council as hereinbefore
provided.
The City Purchasing Agent shall be a person with broad
and thorough experience in purchasing and shall be of known
ability as an executive in the field of purchasing.
The City Purchasing Agent shall be paid such salary as
may be provided by resolution or ordinance passed by the
Mayor and Council of Hagerstown, the power and authority
to fix and stipulate such salary being hereby expressly con-
ferred upon the Mayor and Council of Hagerstown. The said
City Purchasing Agent shall appoint from lists furnished
by the said Mayor and Council, such assistants, aides and
clerks and other help as may be necessary for the proper
conduct of said bureau or department. The compensation,
as well as the number of such appointees, shall be subject
to the approval of the Mayor and Council.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1948.
