provided further, the Commission may construct and make
water connections of two inches or larger and make the
charge therefor, which charge shall be at actual cost to the
Commission, and provided further that if said Commission,
by resolution, authorizes such connections to be made by a
master plumber, it shall thereafter, upon the application of
any master plumber, authorize said master plumber, under
proper regulations to be adopted by it and by a written
permit, enter upon and cut into any street under the juris-
diction of any public authority to the same extent that the
Commission can now enter and cut into any such street pro-
vided said master plumber shall have first posted with the
Commission an indemnity bond in an amount fixed by and
with sureties approved by said Commission, indemnifying
said Commission and/or any State, County or Municipal
authority having jurisdiction over any such street against
all loss, cost or damage which may be incurred or sustained
by reason of said master plumbers entering and cutting into
said street, and shall further deposit with the Commission
in cash a sum to be fixed by the Commission to cover the
cost of re-surfacing said cut or cuts, and when any master
plumber has complied with the provisions of this section,
he shall not be required to have a permit from any municipal
authority to enter any State, County or Municipal street or
highway in the Sanitary District provided said master
plumber shall notify the authority having control of said
street to be so entered and cut of the time and nature of
the work to be done.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
194 of the Montgomery County Code (1947 Edition, being
Article 16 of the Code of Public Local Laws of Maryland),
title "Montgomery County'', sub-title "County Commis-
sioners and Treasurer", relating to the salaries of the As-
sistant Clerks to the Board of County Commissioners of
Montgomery County.
