on said question shall cast their ballots marked "For School
Loan", then this Act shall be immediately of full force and
effect, but if a majority of the persons vpting on said question
shall cast their ballots marked "Against School Loan", then
this Act shal be void and of no effect, and the County Commis-
sioners shall take no further action thereunder.
SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

(House Bill 16)
AN ACT to authorize, empower and direct the County Com-
missioners of Howard County to retire and pension Joshua
W. Baxley, County Road Superintendent, in said County
and to pay said pension out of the general revenue of the
County.
WHEREAS, Joshua W. Baxley has served with fidelity and
efficiency as County Road Superintendent of Howard County
for the past sixteen years and is entitled to retirement and
pension.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners of Howard
County be, and they are hereby authorized, empowered and
directed, effective from July 1st, 1948, to retire from active
duty Joshua W. Baxley, County Koad Superintendent of
Howard County, and accounting from July 1st, 1948, to pay
the said Joshua W. Baxley an annual pension of Nine Hun-
dred Dollars ($900.00), in equal monthly installments, on the
first day of each and every month during the lifetime of the
said Joshua W. Baxley.
SEC. 2. And be it further enacted, That the County Com-
missioners of Howard County are authorized, empowered and
directed to pay said pension out of the general revenue de-
rived by the County other than from taxes on assessable real
and personal property.
SEC. 3. And be it further enacted, That this Act shall take
effect July 1, 1948.
