for and receive from the Federal Government or any Board,
Bureau, Commission, Department or Agency thereof, any
funds by way of grant that may be offered to be used for the
erection of armories within this State, and should any such
funds be offered by the Federal Government on the basis of
the matching of Federal funds, with State funds, the State
Military Department may utilize the proceeds from the bond
issue authorized by this Act to acquire such Federal funds.
SEC. 8. And 'be it further enacted, That the County Com-
missioners of the several counties of the state, and the Mayor
and City Council of Baltimore are hereby respectively di-
rected to levy State taxes for the year 1951 at one-fortieth
(1/40) of one cent on each one hundred dollars ($100.00)
of assessable property; for the year 1952 at one-twentieth
(1/20) of one cent on each one hundred dollars ($100.00) of
assessable property; for the year 1953, and annually there-
after to and including the year 1963, at one-tenth (1/10) of
one cent on each one hundred dollars ($100.00) of assessable
property, to be collected according to law, to meet the in-
terest on the amount of said certificates outstanding and
also to meet and redeem so much of the principal in each
of said years as will be represented by certificates redeem-
able in each year, respectively, as herein specified in Section
2 of this Act.
SEC. 9. And be it further enacted, That Chapter 624 of
the Acts of 1947 be and the same is hereby repealed.
SEC. 10. And by it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, iand
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

(Senate Bill 5)
AN ACT to repeal and re-enact, with amendments, Section
41 of Article 65 of the Annotated Code of Maryland (1939
Edition), title "Militia", relating to leave of absence of
officers and employees of the State who are members of
the Army, Navy or Air Reserve during the time they are
engaged in training ordered or authorized under the laws
of the United States.
