file with the Governor within ninety days after the end of
each fiscal year or as soon after ninety days as may be prac-
ticable, a complete report which shall be open to public in-
spection on the status as of the end of such fiscal year of the
bonds authorized under this sub-title and of the funds derived
from the sale or issuance of any such bonds, which report
shall be in such form as may be required by the Governor.

SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 43

(House Bill 7)

AN ACT to repeal Section 84A of Article 89B of the Anno-
tated Code of Maryland (1947 Supplement) title "State
Roads", sub-title "Road Signs", and to add a new section
to Article 66 1/2 of the Annotated Code of Maryland (1947
Supplement) title "Motor Vehicles", sub-title "Operation
of Vehicles Upon Highways", to be known as Section 257A,
and to follow immediately after Section 257 of said sub-
title, relating to the authority of the State Roads Com-
mission, by resolution, to post signs on certain roads and
highways, prohibiting traffic, or reducing the weight of
vehicles thereon or reducing maximum speed limits there-
on, and providing certain penalties for the violation of
this section.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 84A of Article 89B of the Annotated
Code of Maryland (1947 Supplement), title "State Roads",
sub-title "Road Signs", be and the same is hereby repealed.

SEC. 2 And be it further enacted. That a new section be
and the same is hereby added to Article 66 1/2 of the Anno-
tated Code of Maryland (1947 Supplement), title "Motor
Vehicles", sub-title "Operation of Vehicles Upon Highways",
said new section to be known as Section 257A, to follow
immediately after Section 257 of said sub-title, so as to read
as follows:

257A. (1) The State Roads Commission with respect to
any road or highway under its jurisdiction or maintenance
may by resolution prohibit the operation of vehicles upon
