modeling, removal and demolition of all buildings and struc-
tures, or parts thereof, in Baltimore County, and provide
for the inspection thereof, to regulate smoke conditions; pro-
viding procedure for adoption or amendment of building
rules and regulations, the printing of same and their use
as evidence; providing injunctive relief for violations or
threatened violations, and criminal penalties for the viola-
tion of certain provisions and of any rules or regulations
promulgated by the said Commissioners; requiring adequate
provisions for waste, sewage and drainage disposal from
any building or structure in Baltimore County, and provid-
ing for approval and inspection by the Buildings Engineer
of plans and installations.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 63, 64, 65, 66 and 67 of Article 3 of the
Code of Public Local Laws of Maryland (1930 Edition), title
"Baltimore County", sub-title "Building Regulations", be, and
the same are hereby repealed, and that five new sections be,,
and they are hereby, enacted in lieu thereof, said new sections
to be known respectively as Sections 63, 64, 65, 66 and 67, to
follow immediately after Section 62 of said Article, and to
read as follows:
63. The County Commissioners of Baltimore County are
hereby authorized and empowered to appoint and employ some
suitable person as Buildings Engineer of Baltimore County,
and such number of Building Inspectors, assistants, stenogra-
phers, clerical and other help as it may deem necessary. The
Buildings Engineer of Baltimore County shall have general
educational equipment at least equal to that of graduates of
high schools. The County Commissioners of Baltimore County,,
when appointing a Buildings Engineer, shall give first consid-
eration to the qualifications of those who are graduates in
Engineering from a recognized college or technical school of
collegiate grade. The Buildings Engineer shall be a person
of broad experience and high standing in the Engineering pro-
fession, and shall have had charge of important engineering
projects over a period of at least five years. If the person ap-
pointed as Buildings Engineer is not a graduate in Engineering
from a recognized college or technical school of collegiate
grade, he shall have had not less than ten years' experience in
engineering, during five years of which he shall have been in
charge of important projects in structural engineering. The
Buildings Engineer and Building Inspectors, and all other
personnel, shall be removable from office at any time in the
discretion of the County Commissioners, and shall be paid
such compensation for their services, and expenses in connec-
