company by placing some of them upon the market and obtain-
ing a bona fide offer therefor shall so establish a value, the
Insurance Commissioner shall have the authority to cause the
same to be appraised and such appraisement shall be taken to
be the true value thereof. In such case, the appraisement shall
be made by two disinterested and competent persons, one to be
appointed by the Insurance Commissioner and one to be
appointed by the Company; in the event these two f ail to agree;
they shall appoint a third disinterested and competent person
and the estimate of the value of such investment as arrived at
by these three shall be taken to be the true value thereof.
e. When any of the investments mentioned in this section
shall default in the payment of interest or dividends after
having been purchased by the Company, such investments shall
thereafter be carried at their respective market values unless
sold by the Company.
SEC. 3. And be it further enacted, That this Act shall take
effect on June 1, 1943.

AN ACT to authorize the County Commissioners of Anne
Arundel County to take over and maintain certain roads
and a certain path and line in Anne Arundel County.
WHEREAS, the State laws provide that all County Roads must
be at least 30 feet wide; and
WHEREAS, there are certain roads and a certain path in Anne
Arundel County Maryland which do not meet these require-
ments but are nevertheless used as public highways; therefore
SECTION 1. Be it enacted 'by the General Assembly of Mary-
land, That the County Commissioners of Anne Arundel County
be and they are hereby authorized to take over and maintain
as public roads the following roads, lane and path, in Anne
Arundel County:
(a) All that part of Severn River Road in Round Bay, Anne
Arundel County, Maryland, described as follows:
Beginning for the same at the corner formed by the inter-
section of the easternmost side of Askewton Road, with the
