6A. The Board of Public Works is hereby authorized to
sell the remaining unissued bonds or Certificates of Indebted-
ness, authorized by Chapter 854 of the Acts of 1941, in accord-
ance with the provisions of Section 4 of said Chapter and to
appropriate the actual cash proceeds of the sale of the said
Certificates of Indebtedness to the Treasury of the State upon
the warrant of the Comptroller. The proceeds from said sale
shall be used exclusively for the following purposes, to wit:
The Comptroller shall immediately upon the sale of and
payment for said bonds or Certificates of Indebtedness, first
return to and credit the Treasury for a sum equivalent to the
amount expended, as provided for by Section 5 of said Chapter
854; the remainder of the proceeds of said loan shall be credited
on the books of the State Treasury Department in the amounts
specified, to the credit of the accounts, institutions and de-
partments hereinafter named, and shall be used, expended and
applied for the following purposes:
(1) To the State Teachers College, Salisbury, f7, 000. 00 for
general repairs;
(2) To the Montrose School for Girls, f2, 000. 00 for con-
struction of a Storage Cellar;
(3) To the Maryland Tuberculosis Sanatorium f 14, 000. 00
for completion of Hospital;
(4) To the University of Maryland f428, 000. 00 for con-
struction of Dormitories.
The plans for construction and contracts for the above pur*
poses shall be subject to the approval of the Board of Public
Works as required by Section 7 of said Chapter 854 of the
Acts of 1941.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.
