such municipal or charter elections shall continue to be so
regulated as heretofore and such Public Local Laws shall con-
tinue in force therein. The provision hereinabove contained in
reference to handbills shall not apply to Baltimore City or
Washington County, nor, after the year 1940, shall the pro-
vision for notice of the time and place of registration and of
revision thereof apply to Baltimore City or Washington
County.
SEC. 2. And be it further enacted) That this Act shall take
effect June 1, 1943.

CHAPTER 652.
(House Bill 738)
AN ACT to add a new section to Article 52 of the Annotated
Code of Maryland (1939 Edition), title "Justices of the
Peace", sub-title "Criminal Jurisdiction", said new section to
be known as Section 13A and to follow immediately after
Section 13 of said Article, providing that appeals from judg-
ments of Trial Magistrates shall be heard de novo.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
52 of the Annotated Code of Maryland (1939 Edition), title
"Justices of the Peace", sub-title "Criminal Jurisdiction", said
new section to be known as Section 13A, to follow immediately
after Section 13 of said Article and to read as follows:
13A. All appeals from judgments of Trial Magistrates taken
in accordance with the provisions of the preceding section shall
l^e heard and tried de novo notwithstanding that the person
accused pleaded guilty before said Trial Magistrate.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1943.
