but said Authority shall have no power to issue stock or to
engage in business for the profit of any individual group or
group of individuals, nor shall it have any power to take title
to or hold, mortgage or convey real estate or engage in any
enterprise not incidental to or in furtherance of the declared
purposes of this Act. And said Authority shall have no power
to undertake any improvement or other enterprise beyond the
limits of the market area of the Lexington Market as now or
hereafter defined by ordinance of the City Council of Balti-
more. The duration of said Authority shall be as fixed in said
contract hereinafter provided for, not to exceed, in any event,
fifty (50) years from the date upon which it may begin to
exercise its powers as hereinabove provided, and upon the
termination of said Authority, all its property of any nature
whatsoever shall, after satisfaction of all its debts, become the
absolute property of the Mayor and City Council of Baltimore.
SEC. 3. And be it further enacted, That for the purpose of
carrying out the plan of improvement or reconstruction ap-
proved as hereinabove provided, said Authority may enter
into a contract with the Mayor and City Council of Baltimore
in which the parties shall fix by agreement all details and con-
ditions of said plan and the financing thereof. Said Contract
shall provide that said Authority shall reconstruct or improve
said market structure in accordance with the approved plan
upon the property belonging to said City in the market area
and now used for that purpose, said reconstructed or improved
building to be and at all times remain the property of said
City. Said contract shall further provide that said building
may include parking or garage facilities as set forth in said
plan, and said contract shall grant to said Authority all neces-
sary easements and rights-of-way in, over or under the streets
abutting said market area to enable said Authority to con-
struct said building in accordance with said plan. In con-
sideration of the agreement of said Authority, to reconstruct
or improve said structure as aforesaid, the City shall, in
accordance with said plan, covenant and agree either to main-
tain and operate said structure as a market, parking area and
garage and pay to said Authority or any trustee designated by
it a determinable proportion of the revenues derived therefrom
for a fixed or ascertainable period or to permit said Authority,
or a lessee of the Authority, to maintain and operate said
structure and collect the revenues therefrom for a fixed or
ascertainable period. Said contract shall provide, among
other things, that all rights of any persons in or to any of the
stalls now located in said market area shall be preserved to
the extent required by law, and, in addition, that first choice
as to location shall be given to present stall tenants in the
