Annotated Code of Maryland (1939 Edition), title "Alcoholic
Beverages", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
1. (n) "Hotel" means an establishment for the accommoda-
tion of the public equipped with not less than ten bedrooms
and a dining room with facilities for preparing and serving
regular meals, wherein the average daily receipts from the hire
of rooms and the sale of foods exceed the average daily receipts
from the sale of alcoholic beverages, provided that the Board
of License Commissioners, in any county having such a Board
or in Baltimore City, and the Mayor, Counselor and Aldermen
of the City of Annapolis, may by rule or regulation prescribe
a different standard as to what shall constitute a hotel.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

(House Bill 706')
AN ACT to add a new section to Article 11 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Fred-
erick County", sub-title "Frederick City", to be under sub-
heading "Fire Companies", said new section to be known
as Section 307 and to follow immediately after Section 306
of said Article, to authorize and empower the Mayor and
Aldermen of Frederick to make appropriations to the four
volunteer fire companies in Frederick City, to provide for
the retirement of drivers, tillers and chauffeurs of said com-
panies, to provide compensation or pensions for them upon
retirement, and to levy and collect taxes for the payment
thereof.
SECTION 1. Be it enacted l)y the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
11 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Frederick County", sub-title "Frederick City", to
be under sub-heading "Fire Companies", said new section to
