interest of which the faith and credit of the United States of
America are pledged, and to sell the same. The interest or in-
come from any such investment shall be and become a part of
the fund from which the investment was made and may it-
self be so invested, provided, however, that where the fund so
invested constitutes the proceeds of the issue of bonds or other
obligations, the principal of and/or interest on which the is-
suer is obligated to repay to the holders thereof, the interest
or income from such investments may be used to pay the prin-
cipal and/or interest on the same by the issuer. Investments
made pursuant to this Section may be retained until such time
as the investor shall decide otherwise.

All such investments made prior to the effective date of
this Act are hereby legalized, validated, ratified and con-
firmed, notwithstanding the absence of statutory authority
therefor or any inconsistent provision of law.

SEC. 2. And be It further enacted, That this Act is hereby
declared to be an emergency law and necessary for the immedi-
ate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its pas-
sage.

AN ACT to add two new sub-sections to Section 88 of Article
77 of the Annotated Code of Maryland (1939 Edition), title
"Public Education", sub-title "Chapter 8. Teachers' Certifi-
cates, Salaries and Pensions", said new sub-sections to be
known as Sub-sections (12) and (13), respectively, and to
follow immediately after Sub-section (11) of said section,
relating to the issuance of certain certificates and emergency
teachers' certificates.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That two new sub-sections be and they are hereby added
to Section 88 of Article 77 of the Annotated Code of Maryland
(1939 Edition), title "Public Education", sub-title "Chapter 8.
