Bureau of Investigation, provided one is available and accept-
able to The Mayor and Aldermen of Frederick. In the event
a graduate is not available and acceptable to The Mayor and
Aldermen of Frederick, the Mayor shall appoint, subject to
the approval of the Board of Aldermen, some suitable person
for that position. The Director of Public Safety or Chief of
Police shall be paid such compensation as The Mayor and
Aldermen of Frederick may prescribe. He shall serve for a
period of three years from the time of his appointment, and
until his successor shall have been duly appointed and qualified,
provided however that he may be dismissed by the Board of
Aldermen at any time for cause. He shall have full and abso-
lute charge of all policemen under the direction of the Board of
Aldermen. Any subsequent Director of Public Safety, or Chief
of Police, shall be appointed for the same period as to time of
service. He shall exercise such powers and perform such
duties as shall be required of him from time to time by ordi-
nance or by rules and regulations adopted by the Board of
Aldermen.
221H. In addition to the Director of Public Safety or
Chief of Police there shall be two Lieutenants, two Sergeants
and two Desk Sergeants, all of whom shall be appointed by the
Mayor, as occasion may require, subject to approval of the
Board of Aldermen, all of whom shall be under the direction
and supervision of and receive their order of duties from the
Director of Public Safety or Chief of Police. All promotions
and demotions in the personnel of the police force shall be
made by the Mayor, subject to approval of the Board of Alder-
men. All members of the force shall perform the duties now
or hereafter prescribed by ordinance or rules and regulations
passed in pursuance therewith. The Mayor and Aldermen of
Frederick may by ordinance increase or decrease the number of
Lieutenants, Sergeants and Desk Sergeants herein provided
for, when in its judgment it shall be proper to do so.
Whenever any investigation authorized by this Act has been
instituted by the Police Commissioners of Frederick City or by
the Board of Aldermen, both boards shall have the right upon
application to one of the Trial Magistrates of Frederick City
to cause summons and subpoena duces tecum to be issued for
witnesses, papers, and other documents, to be produced before
either of said boards, at the time designated in the summons.
Both boards shall have the right to administer oaths to those
who appear before them as witnesses and may require all testi-
mony to be taken under oath. Any person who shall fail or
refuse to obey any such summons shall, on conviction before
a Trial Magistrate of Frederick City, be liable to a fine not
exceeding One Hundred Dollars (f 100. 00), and upon failure to
pay the same with costs shall be committed to the Jail of Fred-
