adoption of such resolution so removing him from office, which
said notice may be served either personally or by posting of a
copy of said resolution at the last regular meeting place of
said Mayor and Council at least five (5) days before the day
named in said resolution for him to turn over the same. Any
person, $o removed from such office of Town Treasurer, who
shall fail or neglect so to turn over to said Mayor and Council,
all funds, money, property, records, books, papers and other
things or thing of said Town in his possession, shall be liable,
and the surety or sureties on his bond shall be liable, for any
loss or damage that said Town may suffer thereby, and said
Town may institute appropriate proceedings either at law or
in equity for this purpose in the Circuit Court of Prince
George's County, and, in addition to any such proceedings as
aforesaid, said town may institute, in the Circuit Court of
Prince George's County, a mandamus proceeding against such
removed Town Treasurer, and thereby compel such removed
Town Treasurer to turn over to said Mayor and Council, all
funds, money, records, books, papers, and other things or thing
of said town, provided, however, that nothing contained in this
paragraph of this Act shall be construed to limit said town to
the proceedings herein mentioned. And provided, further, that
nothing contained in this paragraph of this Act shall be con-
strued as relieving any Town Treasurer from criminal re-
sponsibility under any of the criminal laws of the State of
Maryland.
68. The Town and Mayor and Council shall have power
to adopt building, electrical, use and occupancy, and zoning
regulations, and charge reasonable permit fees. They shall
have power to adopt ordinances to require licenses to conduct
all kinds of businesses and to impose reasonable license fees.
They shall have power to adopt a uniform system of street
names and house numbers. They shall have power to open,,
close, improve, widen, repair, maintain and light the streets,
roads, lanes, alleys, sidewalks and parking of said town, pro^
vided, however, that improvements such as curbs, gutters and
side walks, shall be made at the expense of the abutting property
owners and under regulations prescribed by the Mayor and
Council, which regulations may require all or a certain speci-
fied percentage of petitioners for such improvements to advance
the total or a specified percentage of the estimated cost of the
improvements before the work is started, and may also provide
therein that such regulations after adoption cannot be amended
without first conducting a public hearing for that purpose.
They shall have power to provide for drainage, sewerage, sani-
tation, clerical and other public service, including fire protec-
tion, removal of ashes, garbage and other refuse, and the dis-
posal thereof, to purchase, acquire by gift or grant, and hold
