paid. In consideration of the increased salary provided to the
Court Stenographer under this section, the said stenographer
shall without any additional compensation, act as secretary to
the Court. He shall also act as librarian for the Bar Library of
Harford County, collecting all amounts due the said library
and paying the amounts due by it for the purchase of books
and supplies, and to enforce such regulations as the Court may
prescribe governing the use of the books in said library.

SEC. 2. And lie it further enacted. That this Act shall take
effect June 1, 1943.

AN ACT to authorize and empower the Mayor and Council of
Rockville to issue serial coupon bonds on the faith and credit
of the Town of Rockville in an amount not to exceed $40, -
000. 00 par value, and to provide for the interest rates,
maturities and the methods for executing, issuing, and sell-
ing said bonds, and to exempt the same from all State,
County and municipal taxation, and to provide for the levy
of taxes for the payment of interest upon said bonds and
the redemption thereof at maturity, and to provide that said
Act shall be passed as an emergency measure.

WHEREAS, it will soon be necessary to make extensions to
the water and sewer systems of the Town of Rockville and to
provide for additional overhead storage of water for the water
system of said Town: Now, therefore:

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Council of Rockville be and it is
hereby authorized and empowered to issued serial coupon
bonds on the faith and credit of said Town of Rockville to
the amount of not to exceed $40, 000. 00 par value, said bonds
to be issued in denominations of f 1000. 00 each, to bear interest
at a rate not exceeding 5% per annum, payable semi-annually
in each year during which said bonds shall be outstanding,
to be signed by the Mayor of the Mayor and Council of Rock-
ville and countersigned by the Clerk thereof (provided that
the coupons for interest thereon may be authenticated by the
engraved, lithographed or printed signature of the Mayor of
