provide. Such additional police employees shall be appointed
only in accordance with the provisions of Sections 10 and 11 of
this Article. The Superintendent shall be authorized to estab-
lish such additional ranks and grades for the police employees as
may be required from time to time to carry on efficiently work
of the Department and the number of police employees in such
additional ranks and grades shall be such as the Budget or
Budget Amendment or Amendments may from time to time
provide. Such additional ranks and grades shall be filled only
in accordance with the provisions of Sections 10 and 11 of this
Article. In addition to said police employees, the Superin-
tendent shall appoint for said Department such clerical em-
ployees as may be required from time to time to carry on effi-
ciently the work thereof and as the Budget or Budget Amend-
ment or Amendments may from time to time provide, and such
clerical employees shall be appointed only in accordance with
the provisions of Section 10 of this Article.
Subject to such limitations as are imposed on him by other
sections of this Article, the Superintendent shall designate
the authority, responsibility and duties of the various ranks,
grades and positions established under this Section, and with
the approval of the State Employment Commissioner, shall
also set standards and qualifications, and fix prerequisites of
training, education and experience.
Salaries to be paid to police employees of the Department
shall be as follows:

Lieutenant...................... 2, 657. 16
Examining Physician............. 2, 000, 00

Quartermaster Sergeant.......... 2, 196. 00
Sergeant Mechanic................ 2, 196. 00
Sergeant......................... 1, 996. 44

Officer........................... 1, 500. 00
Each of said salaries shall for the purposes of this section
be deemed to be the base pay of each rank and grade. For
each three years of service up to and including twenty-four
years of service, each police employee shall receive, in addition
to the base pay received by him during each month of every
year coming after the first three years of his service, an amount
