of the Town within the corporate limits by all forms and
kinds of vehicles, and to provide, from time to time, for
the punishment of violations of such regulations; (e) to regu-
late and control the planting, trimming, destroying or re-
moval of trees or their broken or fallen parts, in or upon
or from any public way of said Town; and (d) to lay, repair,
remove or relay the municipal water pipe lines or connec-
tions on and under the surface of all the public ways within
the corporate limits without first obtaining permission
therefor.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 417 of Article 7 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Carroll County", sub-
title "Taneytown", as amended by Chapter 100 of the Acts of
the General Assembly of Maryland passed at the Session of the
General Assembly of Maryland begun and held at the City of
Annapolis on the sixth day of January, 1937, and ending on
the fifth day of April, 1937, be and the same is hereby repealed
and re-enacted, with amendments to read as follows:
417. The said The Mayor and City Council of Taneytown
shall cause to be made an assessment, from time to time, of all
assessable property, real, personal and mixed, within the limits
of said town and shall levy a tax upon all such property not to
exceed in any one year seventy-five cents on one hun-
dred dollars in any one year in addition to any special levies
now required to be made by law, and the said The Mayor and
City Council of Taneytown may borrow such sum or sums of
money, not exceeding thirty-five thousand dollars as may be
necessary for corporate purposes provided the aggregate
principal indebtedness of said municipality shall not at any
time be in excess of said thirty-five thousand dollars, which
debt shall be paid as the collection of taxes succeeding such
borrowings will permit.
SEC. 2. And be it further enacted, That a new section be
and the same is hereby added to Article 7 of the Code of Pub-
lic Local Laws of Maryland (1930 Edition), title "Carroll
County", sub-title "Taneytown" to be known as Section 417A
and to follow immediately after Section 417 and to read as
follows:
417A. The Mayor and City Council of Taneytown shall have
full power and authority:
(a) From time to time to increase or reduce the number of
policemen, and to provide the amount and manner of their pay.
(b) To control and regulate, from time to time, the use,
including parking or occupancy, of the public streets, avenues.
