of the Board of County Commissioners of each County, with-
in twenty days after the bonds are presented by said Commis-
sion to them for endorsement. In the event of any liability
under the above guaranty, such liability for each county
shall be in such proportion as the assessable basis of that
part of either county within the Sanitary District bears to
the assessable basis of the whole of said District.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

AN ACT to repeal and re-enact, with amendments, Chapter
522 of the Acts of the General Assembly of 1931, codified
as Section 1003A of Article 16 of the Code of Public Local
Laws of Maryland, relating to water charges by the Wash-
ington, Suburban Sanitary Commission.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Chapter 522 of the Acts of the General Assembly
of 1931, codified as Section 1003A of Article 16 of the Code
of Public Local Laws of Maryland (Flack 1930), be and the
same is hereby repealed and re-enacted so as to read as
follows:
1003A. The Washington Suburban Sanitary Commission
is hereby authorized and directed to supply without cost to
any charitable institutions in Montgomery and Prince
George's Counties, not to exceed 100 gallons of water per
clay for each inmate thereof, provided such institution make
no discrimination as to entrance or care against residents
of Montgomery and Prince George's Counties. The mini-
mum charges covering the cost of reading the water meter
may be assessed by said Commission against such institutions,
which meter shall be installed and maintained at the expense
of the institutions, and said Commission may charge to such
institutions the current rate for water used in excess of 100
