SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 60 of Article 2B of the Annotated Code of
Maryland (1939 Edition), title "Alcoholic Beverages", sub-
title "Boards of License Commissioners", be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

60. BOARDS OF LICENSE COMMISSIONERS—APPOINTMENTS AND
QUALIFICATIONS. The Governor, biennially, by and with the
advice and consent of the Senate, if in session, and if not in
session, then the Governor alone, shall appoint in Baltimore
City, and in each of the counties of Prince George's, Calvert,
Wicomico and Worcester Counties three persons who shall
constitute and be styled "The Board of License Commissioners
for Baltimore City or............. County", as the case may

be. In making said appointments, the Governor shall desig-
nate one of the appointees in Baltimore City and each of said
Counties to be the Chairman of the respective Boards. Said
Commissioners shall be residents and voters of Baltimore City
or the respective Counties, as the ca^e may be, and they shall
be men or women of high character and integrity and of
recognized business capacity. In case of any vacancies in the
number of said License Commissioners in Baltimore City or in
any County occurring when the Legislature is not in session,
the Governor shall appoint some eligible person to fill the
vacancy during the remainder of the term of office of the
person originally appointed. In each of the following Coun-
ties the respective Boards of County Commissioners shall con-
stitute the Board of License Commissioners: Carroll, Cecil
and Dorchester Counties.

In Baltimore County, the Board of County Commissioners
shall appoint annually three persons, designating one of them
as Chairman, who shall constitute the Board of License Com-
missioners for said County. The said Board of License
Commissioners shall hold their office, possess the powers, per-
form the duties and be subject to removal as herein prescribed,
except that the Board of County Commissioners shall have the
power to remove the members of said Board for the causes
herein prescribed. The County Commissioners of said County
shall fix and determine the salaries of each of the members
of said Board of License Commissioners in such amounts as
it deems reasonable and proper.

In Montgomery County, the Liquor Control Board created
and appointed as hereinafter provided shall constitute the
Board of License Commissioners for said County.

In the City of Annapolis, the Mayor, Counselor and Alder-
men of the City of Annapolis shall have power to receive appli-
cations for beer licenses, Classes A, B. C and D, and for beer,
wine and liquor licenses, Classes A, B and C, for places of
business located in the City of Annapolis, and shall have
