of indebtedness may be renewed or reissued at any time or
from time to time or may be funded by an issue of serial bonds
having an average maturity of not more than fifteen years
from the date of issue thereof. The bonds, certificates of in-
debtedness, promissory notes, or other evidences of debt issued
under the provisions of this Act shall be specifically exempted
from the provisions of Sections 33, 34, 35 and 36 of Article 31
of the Code of Public General Laws of Maryland, and from
the provisions of Sections 135, 135A, 135B, 135C, 137 and 138
of Article 3 of the Code of Public Local Laws of Baltimore
County, and from the provisions of any other public general
or local law of Maryland which conflicts or appears to conflict
with the provisions of this Act. Any and all evidences of debt
issued pursuant to the provisions of this Act and the interest
thereon shall be and remain exempt from State, County and
Municipal taxes of every kind whatsoever in the State of
Maryland. All debt incurred under the provisions of this Act
shall be and remain until paid the obligation of Baltimore
County issued upon its full faith and credit and the entire
property subject to taxation in Baltimore County shall be
liable for the payment thereof.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths of
all the members elected to each of the two House of the General
Assembly, the same shall take effect from the date of its
passage.

AN ACT to repeal and re-enact, with amendments, Section
372A of Article 3 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Baltimore County", sub-title
"Health and Sanitation", relating to the method of taxation
for the purpose of paying certain certificates of indebtedness
issued by the County Commissioners of Baltimore County,
the collection of certain assessments and charges in connec-
tion therewith and certain changes in the law relating to the
Towson Sewer System.
