of Baltimore 'County such sum or sums as may be necessary
to carry out the provisions of this Act, and exempting the
exercise of such borrowing and spending powers from the
limitations of Sections 135, 135A, 135B, 135C, 137 and 138
of Article 3, of the Code of Public Local Laws of Maryland
(1930 Edition), and Sections 33, 34, 35 and 36 of Article 31
of the Annotated Code of Maryland (1939 Edition); and
declaring this Act to be an emergency measure.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That four; new sections be, and they are hereby added, to
Article 3 of the Code of Public Local Laws of Maryland (1930
Edition), title "Baltimore County"; said new sections to be
known respectively as Sections 104B, 104C, 104D and 104E,
and to be under a new sub-title "Civilian Defense", to follow
immediately after Section 104A of said Article and to read as
follows:
CIVILIAN DEFENSE.
104B. The County Commissioners of Baltimore County be,
and they are hereby authorize and empowered to appropriate
at any time or from time to time, such sum or sums as they
may by resolution declare to be necessary or expedient for
public defense in time of actual or impending war, insurre-
tion, riot,, or other emergencies such as floods, fires, disaster
or epidemics of disease, and for the defense. of Baltimore
County or the safeguarding of its people or property, and to
alleviate suffering in time of actual or impending disaster or
peril or to otherwise aid the State of Maryland and the United
States in connection with National Defense and Civilian De-
fense, or for any other purpose necessary for the preservation
of the public health, safety or welfare in Baltimore County,
and to borrow upon the faith and credit of Baltimore County
such sum or sums as may be necessary to carry out any of the
provisions of this Act, and the said County Commissioners of
Baltimore County are hereby authorized and empowered to
levy annually on the assessable property of said county, over
such period as in their judgment may seem expedient and
proper, such taxes as are needed to repay funds borrowed or
expended hereunder.
104C. In order to carry out any of the provisions and
purposes of this Act, the County Commissioners of Baltimore
County may adopt any necessary rules and regulations, and
provide penalties for violations thereof by fine not exceeding
$500. 00 or imprisonment for not more than 30 days, or both,
and may provide and furnish arms and ammunition to its
citizens or to the regular army or militia of the United States
