WHEREAS, it was intended, if not actually accomplished, by
Chapter 4 of the Acts of 1920 to repeal Section 590 of Article 3
of the Code of Public Local Laws of Maryland (1930 Edition);
and

WHEREAS, the provisions of Section 590 are in a large
measure a duplication and unnecessarily in conflict with the
provisions of Section 589 of Article 3 of the Code of Public
Local Laws of Maryland (1930 Edition); therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 590 of Article 3 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Baltimore County7',
sub-title "Roads and Streets'', be, and it is hereby repealed.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1943.

CHAPTER 504.
(House Bill 327)

AN ACT to add four new sections to Article 3 of the Code of
Public Local Law$ of Maryland (1930 Edition), title "Balti-
more County", said new sections to be known respectively
as Sections 104B, 104C, 104D and 104E of said Article and
to be under a new sub-title "Civilian Defense", to follow
immediately after Section 104A of said Article, to authorize
and empower the County Commissioners of Baltimore
County to appropriate funds, to levy taxes, and to take such
other positive action as they may deem necessary and proper
for purposes of public defense in time of actual or impend-
ing war, insurrection, riot, or other emergencies such as
floods, fires, disasters or epidemics of disease and for the
defense of Baltimore County or the safeguarding of its
people and property, and to alleviate suffering in time of
actual or impending disaster or peril or to otherwise aid the
State of Maryland and the United States in connection with
National Defense and Civilian Defense, or for any other
purpose necessary for the preservation of the public health,
safety or welfare; to ratify all acts done and all expendi-
tures made by the County Commissioners in connection with
Civilian Defense, and to borrow upon the faith and credit
