able", be and the same is hereby repealed and re-enacted, with
amendments, to read as follows:
46(e). All -ordinary State, county and/or city taxes levied
upon assessments made by the State Tax Commission shall be
due and payable without interest, on or before August first of
the year for which the assessment is made, provided the bill is
mailed on or before July first of that year; and if the bill shall
not be mailed until after July first of that year, the same
shall be payable, without interest, at any time within thirty
days after the mailing of the bill. All taxes levied upon assess-
ments made by the State Tax Commission not paid on or
before August first of the year for which the assessment is
made, or within thirty days after the mailing of the bill as
above provided, shall thereafter bear interest at the rate of
one-half of 1 per cent, for each month or fraction thereof, and
in addition thereto, in the case of county and/or city taxes,
shall thereafter be subject to penalties for delays in payment
equal to the penalties, if any, prescribed by local law or ordi-
nance for delays of the same duration in payment of other
ordinary county and/or city taxes overdue and in arrears.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1943.

CHAPTER 476.
(House Bill 47)
AN ACT to propose an amendment to Section 1 of Article 14
of the Constitution of the State of Maryland, title "Amend-
ments to the Constitution", relating to the advertisements
or publication of amendments to the Constitution, and to
provide for the submission of said amendment to the quali-
fied voters of the State of Maryland for adoption or re-
jection.
SECTION 1. Be it enacted by the General Assembly of Mary-
land (three-fifths of all the members of each of the two Houses
concurring), That the following be and the same is hereby
proposed as an amendment to Section 1 of Article 14 of the
Constitution of the State of Maryland, title "Amendments to
the Constitution", the same, if adopted by the legally qualified
voters of the State, as herein provided, to become Section 1 of
Article 14 of the Constitution of the State of Maryland.
