tiorari or otherwise.

(g) This section applies only to Howard County.

SEC. 2. And be it further enacted, That Section 99 of
Article 2B of the Annotated Code of Maryland (1939 Edi-
tion), title "Alcoholic Beverages", sub-title "Miscella-
neous", as said Section was enacted by Chapter 846 of the
Acts of 1941, Chapters 92 of the Acts of 1937, 208 of the
Acts of 1939 and 233 of the Acts of 1941 relating to the
sale of alcoholic beverages in Howard County, Chapters
314 of the Acts of 1935 and 252 of the Acts of 1937 relat-
ing to the sale and distribution of beer in Garrett County,
be and they are hereby repealed.

SEC. 2A. And be it further enacted, That any holder of
a license issued under an Act which is repealed by this Act
shall be eligible for a renewal license under the provisions
of Section 27 of Article 2B of the Annotated Code of Mary-
land as amended. Provided further that for the 1943
license year only, such an application for renewal may be
filed within five days prior to the first day of May. Pro-
vided also that the provisions of Section 18 of Article 2B
shall not apply in Howard County.

SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from May 1, 1943.

AN ACT to repeal and re-enact, with amendments, Section
46(e) of Article 81 of the Annotated Code of Public General
Laws of Maryland (Flack—1939 Edition), title "Revenue
and Taxes", sub-title "When Taxes Are Payable", relating to
interest and penalties on taxes in arrears.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 46(e) of Article 81 of the Annotated Code
of Public General Laws of Maryland (Flack—1939 Edition),
title "Revenue and Taxes", sub-title "When Taxes Are Pay-
