Court of the county in which the place of business is locat-
ed, or by the Clerk of the Court of Common Pleas for
Baltimore City, if the place of business is located in said
city, and shall authorize the holder thereof to keep for sale
and to sell all alcoholic beverages at retail, in any quantity,
at the place therein described, and to deliver the same in
a sealed package or container which package or container
shall not be opened nor its contents consumed on the prem-
ises where sold. The annual fee for such a license shall be
Two Hundred and Fifty Dollars ($250. 00), except in
Prince George's County, where the fee shall be One Hun-
dred and Fifty Dollars ($150. 00); in Washington County,
where the fee shall be One Hundred and Fifty Dollars
($150. 00); in Calvert County, where the fee shall be One
Hundred and Twenty-five Dollars ($125. 00), and in Charles
County, where the fee shall be One Hundred Dollars
($100. 00), and shall be payable to said Clerk, before any
such license is issued, for distribution as hereinafter pro-
vided.

Such license shall be issued only in Baltimore City, Balti-
more, Calvert, Carroll, Cecil, Charles, Prince George's and
Washington Counties, but no such license shall be issued for
any drug store unless the applicant has been doing busi-
ness at the location applied for, for at least one year prior
to the date of the application for such a license, or unless
the applicant is the assignee of a business established for
said length of time at the location applied for, or has been
actually engaged in the retail drug business for a period
of not less than three years. In Carroll County no such
license shall be issued for any place of business located
outside of the corporate limits of Westminster, the county
seat, and in Talbot County no such license shall be issued
except to grocery stores, drug stores, incorporated clubs,
restaurants and hotels who have been doing business in
Talbot County for more than one year prior to the date
of the application for such license, and such a license may
also be issued in the City of Annapolis upon the approval
of and for such fee as may be fixed by the Mayor, Counsel-
lor and Aldermen of the City of Annapolis, and in Cecil and
Kent Counties no such license shall be issued except to
retail druggists and grocers who have conducted such busi-
ness at least one year prior to application for such license.

The hours during which the privileges conferred by such
license may be exercised shall be in Baltimore City, Balti-
more, Calvert, Charles, Washington and Prince George's
Counties from 6 A. M. to 12 o'clock midnight; in Carroll
County from 8 A. M. to 9 P. M. and in Cecil and Kent
Counties from 6 A. M. to 11 P. M., but no holder of such
license shall be permitted to make any sale on Sunday or
