SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article 7
of the Code of Public Local Laws of Maryland (1930 Edition),
title "Carroll County", sub-title "General Powers", said new
section to be known as Section 531B and to follow immediately
after Section 531A of said Article, and to read as follows:
531B. In addition to the other powers granted to The
Mayor and Common Council of Westminster in this Article,
The Mayor and Common Council of Westminster shall have
power to pass all necessary ordinances for the establishment
of a merit and pension system and shall classify all the munic-
ipal offices and positions under The Mayor and Common Coun-
cil of Westminster, but, in no event shall the City Attorney be
included under said merit and pension system.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1943.

AN ACT to authorize and direct the Sheriff of Baltimore City
to pay Mrs. Augusta Heisch, of Baltimore City, a sum of
money.

AN ACT to repeal and re-enact, with amendments, Sections
87 and 88 of Article 81 of the Annotated Code of Maryland
(1939 Edition),. title "Revenue and Taxes", sub-title "Tax
Sales", authorizing the Mayor and Council of Hagerstown
to purchase property at tax sales and to sell same.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 87 and 88 of Article 81 of the Annotated
Code of Maryland (1939 Edition), title "Revenue and Taxes",
sub-title "Tax Sales", be and they are hereby repealed and re-
enacted, with ^amendments, to read as follows:
